What Bush Inherited, and What He Left Behind [Victor Davis Hanson]

George W. Bush inherited a recession. He also inherited the Iraq no-fly zones, a Middle East boiling after the failed last-minute Clintonian rush for an imposed peace, an intelligence community wedded to the notion of Saddam’s WMD proliferation, a Congress on record supporting « regime change » in Iraq, a WMD program in Libya, a Syrian occupation of Lebanon, Osama bin Laden enjoying free rein in Taliban-controlled Afghanistan, a renegade Pakistan that had gone nuclear on Clinton’s watch with Dr. Khan in full export mode, and a pattern of appeasing radical Islam after its serial attacks (on the World Trade Center, the Khobar Towers, U.S. embassies, and the U.S.S. Cole).

In other words, Bush inherited the regular « stuff » that confronts most presidents when they take office. What is strange is that Obama has established a narrative that he, supposedly unlike any other president, inherited a mess.

At some point, Team Obama might have at least acknowledged that, by January 2009, Iraq was largely quiet; Libya was free of WMD; Syria was out of Lebanon; most of the al-Qaeda leadership had been attrited or was in hiding; a homeland-security protocol was in place to deal with domestic terror plots; European governments were mostly friendly to the U.S. (unlike during the Chirac-Schröder years); and the U.S. enjoyed good relations with one-third of the planet in China and India.

The fact that in the Bush years we were increasingly disliked by Ahmadinejad, Assad, Castro, Chávez, Kim Jong Il, Morales, Ortega, and Putin, may in retrospect seem logical, just as their current warming to the U.S. may prove to be cause for alarm, given the repugnant nature of these strongmen.

Bottom line: Obama’s second year as president is coming up, and it is long past time to move on and let historians judge the Bush years.

    PRO-U.S. MAYOR HAS TARGET ON HIS BACK

    January 30, 2005 — BAGHDAD — The man replacing the mayor of Baghdad — who was assassinated for his pro-American loyalties — says he is not worried about his ties to Washington.

    In fact, he’d like to erect a monument to honor President Bush in the middle of the city.

    « We will build a statue for Bush, » said Ali Fadel, the former provincial council chairman. « He is the symbol of freedom. »

    Fadel’s predecessor, Ali al-Haidari, was gunned down Jan. 4 when militants opened fire on his armor-covered BMW as it traveled with a three-car convoy.

    Fadel said he received numerous threats on his life as the council chairman, and expects to get many more in his new post.

    « My life is cheap, » Fadel said. « Everything is cheap for my country. »

    As Iraq prepared for a volatile election that is being watched across the world, Fadel heaped praise on the United States.

    Fadel acknowledged that many in his country appear ungrateful for America’s foreign assistance. He said most Iraqis are still in « shock » over the changes, and need time to adjust.
    Any public monument to Bush is likely to further incense terrorist forces, who have attacked American troops and their supporters for months.

    Fadel said he is undaunted.

    « We have a lot of work and we are especially grateful to the soldiers of the U.S.A. for freeing our country of tyranny, » Fadel said.

    As for his own protection, the new mayor will be traveling in a new $150,000 SUV complete with bulletproof windows and flat-resistant tires.

    Enfin tout de même, l’équipe d’Obama pourrait au moins reconnaître qu’en Janvier 2009, l’Irak était en grande partie calme, la Libye était libre d’ADM, la Syrie sortie du Liban, la plupart des dirigeants d’al-Qaïda avait été défaits ou réduits à la clandestinité, un protocole de sécurité était en place pour faire face aux complots terroristes domestiques, les gouvernements européens étaient plus amicaux avec les États-Unis (contrairement au cours de l’année Chirac-Schröder), et que les États-Unis jouissaient de bonnes relations avec un tiers de la planète, en Chine et en Inde.

    Le fait que dans les années Bush, nous étions de plus en plus détestés par Ahmadinejad, Assad, Castro, Chavez, Kim Jong Il, Morales, Ortega, et Poutine, rétrospectivement, semble logique, tout comme leur réchauffement en cours aux États-Unis s’avère alarmant, étant donné le caractère répugnant de ces hommes forts.

    Bottom line: la deuxième année d’Obama en tant que président s’annonce, et il est grand temps d’avancer et de laisser les historiens juger les années Bush.
